About PT Pengembangan Pariwisata Indonesia (Persero)
The main revenue of PT. Pengembangan Pariwisata Bali (Persero) comes from the leasing of land. Currently the Company is managing Nusa Dua Tourism Area obtained under PP No. 27 1972. In addition, the Company by virtue of PP No. 55 year 2008 and PP No. 33 year 2009 obtained the right to manage Mandalika Lombok Tourism Area with an area of 1,175 ha. Bali is a small island with a total area of +5632.86 km2 or 0.29% of the Indonesian archipelago with a population of 3.5 million+. This island does not have mining resorts and agricultural land is limited, but the island has a natural beauty and culture that is charming and admired by the world and often visited by tourists. To improve the standard of living of Bali, the government has placed a priority on the development of the tourism industry.
In this regard, in 1971 the Government of Indonesia with the assistance of UNDP initiated a study of Bali’s tourism potential conducted by SCETO, a consultant from French tourism consultancy company.
Nusa Dua Resort was born out of the necessity to provide quality accommodation to the increasing numbers of tourists expected to arrive in Bali. One of the recommendations of the study was to build more international hotels to accommodate foreign tourists. Bali in 1975 had only an estimated1800 rooms in Kuta and Sanur that met international standard, while according to the 1980 study the island needed 3800-4700 international standard hotel rooms.
The Bali Tourism Master Plan as recommended by the SCETO is an economic development team would raise the standard of living and improve social welfare without compromising cultural values or the social structure of Balinese life and the environment.
The Nusa Dua project, comprising part of a master plan for the development of tourism in Bali, was seen as a self-contained tourist resort located some distance from daily activities in Bali. Thus the direct influence of the tourists, especially negative impacts, would be minimized. Land suitable for this purpose was found in the hilly region of Nusa Dua, which has unproductive land but is beautiful with white sandy beaches, a low population and located close to Ngurah Rai Airport but distant from the traditional population of Bali.
The approach was expected to meeting the continuing demand for international-standard accommodation while preserving the culture of Bali as a major tourism attraction. In addition the Nusa Dua area was easier to develop because the land available is quite extensive and sparsely populated. Rainfall is relatively slight and there is no surface water sources, so the land is unsuitable for agriculture. An equally important consideration is that Nusa Dua has attractive natural scenery with white sandy beaches, crystal clear sea water and beaches facing east to welcome the rising sun in the morning.
The south Badung district of Bali was designated as a priority location for accommodation as it is close to the Ngurah Rai Airport, more accessible to public utilities, and more convenient to the commercial center of Denpasar than either Karangasem or West Bali.
The tourist resort was prepared in a cost-effective fashion with the use of available land without disturbing the environment, while infrastructure and facilities were utilized optimally in the construction of hotels and other tourist facilities.
The hotels are located along a stretch of beach, with activities centers around an amenity core built in accordance with the Balinese village culture with a large yard and distinctive architecture.
The development of Nusa Dua as an integrated tourist resort Tourism Region was comprised of three main components: provision of infrastructure, improved road access to the area, and improved access to areas that will be visited by tourists.
