PNPM Generasi Sehat dan Cerdas is part of the Government’s main poverty alleviation program, the National Program for Community Empowerment (PNPM) – Mandiri. PNPM Generation develop infrastructure projects Kecamatan Development Program (KDP) wide. Ministry of Home Affairs implements PNPM in rural areas along with overall government coordination team providing policy oversight.

Villages participating in PNPM Generation is committed to improve the twelve indicators of health and education (see below) through the use of the annual grant which on average reaches USD8,400 per village. Trained facilitators assist villagers in a participatory planning process, helping them identify problems and find local solutions. The setting of targets that are flexible and appropriate local interventions can be done because PNPM Generation designed to be decentralized and participatory. The main target beneficiaries are pregnant women, infants, and children of primary school age and junior.

Indicators for pregnant women

1. Four prenatal care visits
2. Acceptance of iron tablets during pregnancy
3. Births assisted by a midwife / doctor
4. Two postnatal care visits

Indicators for toddlers

1. Fully immunized child
2. Ensure the increase in the monthly weight infants
3. Monthly weighing for children under three years and six monthly for the aged under five years
4. Vitamin A twice almost a year for toddlers

Indicators for school-age children

1. Primary school enrollment for all children aged 7 to 12 years
2. The minimum attendance rate of 85% for all primary school age children
3. Secondary school enrollment for all children aged 13 to 15 years
4. The minimum attendance rate of 85% for all secondary school age children

The program follows a cycle which consists of four stages: socialization; village planning; implementation of the village; and performance measurement. This cycle takes 12 months, with the implementation phase of the village spent 9 months.

In the first year, approximately $ 14 million in grants or 100% of the total funds allocated, has been disbursed. In addition, villages contributed approximately USD720,000 of their own funds, approximately 5% of the total grant. A total of 1,610 villages and 2.49058 million rural residents benefited from the program in the first year.

Educational activities funded in the first year of entry into five categories: teaching materials, equipment and school uniforms (59%); financial assistance for school fees and other needs (31%); infrastructure (5%); financial incentives for teaching staff (4%); as well as socialization and training (1%).

Health activities funded in the first year of entry into six categories: food supplements for pregnant women and children (40%); financial aid to women and pregnant women in gaining access to health services (30%); infrastructure (13%); facilities and equipment (11%); socialization and training (3%); incentives for health workers (3%).
