About Badan Narkotika Nasional Republik Indonesia (BNN)
Badan Narkotika Nasional Republik Indonesia or BNN is a Non Government Organization ( LPNK ) Indonesia, which has the task of carrying out government duties in the field of prevention , eradication abuse and illicit traffic in psychotropic substances , precursors , and other addictive ingredients except for the addictive ingredient of tobacco and alcohol . BNN headed by a chief who is directly responsible to the President through the coordination of the Indonesian National Police Chief .
BNN legal basis is Act No. 35 of 2009 on Narcotics . Previously , BNN is a non-structural institutions established under Presidential Decree No. 17 of 2002 , which was later replaced by Presidential Regulation No. 83 Year 2007.
History About BNN
History of Narcotics and institutional hazard mitigation in Indonesia began in 1971 when the Republic of Indonesia issued Presidential Instruction (Instruction ) No. 6 of 1971 to Intelligen Coordinating Agency ( Bakin ) to cope with 6 ( six ) national issues that stand out, namely the eradication of counterfeit money , drug abuse prevention , prevention of smuggling , prevention of juvenile delinquency , prevention of subversion , surveillance of foreigners .
Based on the Presidential Instruction Head Bakin form Bakolak 1971 that one of the tasks and functions are tackling the dangers of drugs . Bakolak Instruction is a small coordinating body consisting of representatives from the Ministr
y of Health , Ministry of Social Affairs , Ministry of Foreign Affairs , the Attorney General , and others , who were under the command and is responsible to the Head of Bakin . The agency has no operational authority and did not get its own budget allocation of ABPN but BAKIN supplied by internal policy .
At that time, the drug problem in Indonesia is still a small problem and the Government of New Order continued to perceive and believe that the drug problem in Indonesia will not be developed because of the Indonesian nation is a nation of Pancasila and religious areas . This view turned out to make the government and the Indonesian people off guard against the danger of drugs , so the drug problem at the time of explosion with coupled regional currency crisis in mid-1997 , the government and people of Indonesia seemed not ready to deal with it, in contrast to Singapore , Malaysia and Thailand are since 1970 has consistently and continuously fight the dangers of drugs .
Facing drug problems tended to continue miningkat , the Government and Parliament of the Republic of Indonesia ( DPR – RI ) passed Law No. 5 of 1997 and Law No. 22 Year 1997 on Narcotics . Under both the Act , the Government ( President Abdurrahman Wahid ) to form the National Narcotics Coordinating Agency ( BKNN ) , by Presidential Decree No. 116 of 1999 . BKNN is a drug prevention Coordination Board consist
ing of 25 relevant Government Agencies .
BKNN chaired by the Chief of the Indonesian National Police ( Police ) are ex – officio . Until 2002 BKNN not have its own personnel and budget allocation . BKNN acquired and allocated budget from the Headquarters of the Indonesian National Police ( Police Headquarters ) , so it can not carry out its duties and functions to the fullest .
BKNN as a coordinating body felt inadequate to deal with the threat of more serious drugs . Therefore, based on Presidential Decree No. 17 Year 2002 on National Narcotics Agency , BKNN replaced with the National Narcotics Agency ( BNN ) . BNN , as an institution with the task of coordinating 25 forum related government agencies and coupled with operational authority , has a duty and functions : 1 . coordinate relevant government agencies in the formulation and implementation of national policy response to drugs , and 2 . coordinate the implementation of national policy drug prevention .
Starting in 2003 the new BNN budget allocated from the state budget . With the allocation of the state budget , BNN continues to improve its performance together with BNP and BNK . However, since no institutional structure that has a clear line of command and only in coordination ( functional similarity alone ) , then BNN assessed can not work optimally and will not be able to deal with the growing problem of drug and more serious . Therefore in this case the authorities immediately issued Presidential Regulation Number 83 of 2007 on the National Narcotics Agency , Provincial Narcotics Agency ( BNP ) and the
County Narcotics Agency / City ( BNK ) , which has operational authority over the authority of BNN Members involved in the task force , which is BNN-BNP-BNKab/Kota partners at the national , provincial and district / city , each of which is responsible to the President , the Governor and Regent / Mayor , and each ( BNP and BN regency / city ) does not have – vertical structural relationship with BNN .
Respond to developments in the growing drug problems and more serious , then the MPR Decree No. VI/MPR/2002 through the General Assembly of the Republic of Indonesia People’s Consultative Assembly ( MPR – RI ) in 2002 had recommended to the House of Representatives and the President to amend Law No. 22 Year 1997 on Narcotics . Therefore , the Government and the House of Representatives passed and enacted Law No. 35 Year 2009 on Narcotics , as the amendment of Law No. 22 of 1997 . Under Law No. 35 of 2009 , the BNN is authorized investigations and criminal investigations of narcotics and drug precursors .
Under the law , a BNN institutional status of Non – Ministry ( LPNK ) with a vertical structure to the provincial and district / city . BNN formed province provincial and district / city formed BNN District / City . BNN BNN led by a chief who is appointed and dismissed by the President . BNN under and responsible to the President . BNN chief assisted by a Principal Secretary , Principal Inspector , and 5 ( five ) Deputy , Deputy Prevention Division , Deputy for Community Empowerment , Deputy for Rehabilitation , Eradication Deputy , and Deputy Legal Affairs and Cooperation .
