Lembaga Pengelola Dana Bergulir Koperasi dan Usaha Mikro, Kecil dan Menengah – LPDB-KUMKM is one of the leading financial institution in Indonesia that was focused in micro finance. LPDB-KUMKM operated under The Ministry of Cooperatives and Small and Medium Enterprises of Republic Indonesia. The Institution was established in 2006 based by the Ministry of Cooperatives and Small and Medium Enterprises Regulations Number 19.4/Per/M.KUKM/VIII/2006 and engaged to optimize the management of revolving funds for cooperatives and SMEs institution in Indonesia. LPDB-KUMKM domiciled in Jakarta and operates 9 divisions, namely Planning Division, Search and Evaluation Division, Risk Management Division, Budget Governance Division, Revolving Fund Administration Division, General Affairs Division, Public Relations and Legal Affair Division, Business I Division, Business II Division.

Badan Layanan Umum (BLU) or Public Service Agency (BLU) or Public Service Agency (BLUD) is a form of institutional providers of public services in Indonesia with a special character and some autonomy given flexibility in the provision of services to the public. According to Government Regulation No. 23 of 2005 on the Financial Management of the Public Service Board is defined as “within the government agencies set up to provide services to the community in the form of supply of goods and / or services are sold without prioritizing profit and in doing activities based on the principles of efficiency and productivity”.

In terms of financial management of the Public Service Board, the next government regulations put them even further as a “pattern of financial management that provides flexibility in the form of flexibility to apply the practices of sound business to improve services to the public in order to promote the general welfare and the intellectual life of the nation, as stipulated in government regulations, the exemption from the provisions of the state of financial management in general. ”

MEDIYA Lukman (2013) says that there are 5 (five) special characteristics that distinguishes between Public Service Agency or Local Public Service Board with organizational units or other government institutions, namely:

BLU or a government agency that provides goods and services that are in direct contact with the public. Therefore BLU BLU provide goods and services to the community then there is income earned by BLU BLUD of fees charged to customers. BLU income is non-tax receipts / income-tax revenues while others BLUD is the original income / PAD valid for a region. In government bureaucracy there are so many organizations that act not as a provider of goods and services such as government organizations that make regulatory, law enforcement / justice, defense and so on, so that this organization will not receive revenue directly from the public for services rendered.

BLU should run a sound business practice without prioritizing the search advantage. This is a very special characteristics at all because government agencies allowed to apply business practices as common in the world of business / private. But although organized as a business entity, or BLU BLUD not allowed for-profit (not-for-profit).

BLU run with the principles of efficiency and productivity. These characteristics are far different from the usual government agencies in the implementation of services that promote the absorption of a very high budget, regardless of the activity reaches the right target or not. At BLU BLUD budget absorption is not a target because of surplus / excess budget can be reused in the next year to increase the quality of its services.

Flexibility and autonomy in running the operational BLU BLUD, namely: flexibility in terms of financial management, flexibility in the management of human resources and flexibility in the management and procurement of assets / goods.
BLU BLUD exempted from the provisions of the state of financial management in general. This provision is the spirit of autonomy granted to BLU BLUD “may violate” provisions in state finances. Examples are BLU BLUD allowed to use direct revenues (tax revenues for BLU Center or other PAD valid for BLUD).

Badan Layanan Umum (BLU) Dan BLUD divided into 3 (three) clumps namely:

  1. Services and Goods; such as hospitals, colleges, provision of artificial insemination, marketing handicraft products, research services and so on.
  2. Fund Management; such as the Institute of Management and Rolling in the Ministry of Cooperatives, BPJT Toll Road, and so on.
  3. Management Area or Region; Regions such as Batam and Sabang Zone Aceh

Requriements

  • Preferably have an educational background in Economics or Engineering;
  • Strong understanding about the concept and mechanism of the disbursement of credit and loan / financing.

Staf Manajemen Risiko

Requirements

  • Preferably have an educational background in Economics.
  • Strong understanding about the concept of Risk Management and its applications.
  • Strong understanding of the financial aspects both in conventional and islamic/sharia.

Staf Monitoring dan Evaluasi

Requriements

  • Preferably have an educational background in Economics or Engineering.
  • Able to compose and take measures related to surveillance, monitoring and evaluation.
  • Strong understanding about the concept of Risk Management and its applications.
  • Able to analyze the data.

Staf Akuntansi dan Pelaporan

Requirements

  • Preferably have an educational background in Economics.
  • Have a good skill in financial planning.
  • Strong understanding of Indonesian tax regulation (preferably certified Brevet A and B).

Staf Hukum

Requirements

  • Preferably have an educational background in the field of Law.
  • Have a good skills and knowledge in analyzing a law problem / case.

Staf Teknologi dan Sistem Informasi

Requirements

  • Preferably have an educational background in the field of Computer.
  • Strong understanding about the development concept of information system TCP / IP;
  • Strong understanding of programming languages.
  • Strong understanding of Linux OS-based server management.
  • Strong understanding of business process.
  • Strong understanding of firewall concept.
  • Strong understanding of databse concept.

General Requirements

  • Background in Bachelor Degree (S1), GPA min. 2.50 for (for PTN) and 2.75 (for PTS) within 4.00 scales.
  • Required experience for minimum 2 years in the related field for candidates recruited from external LPDB-KUMKM.
  • High integrity, honesty and dedication.
  • Preferably able to speak English both oral and written.
  • Computer literate, minimum Microsoft Windows.
  • Innovative and creative.
  • Maximum age of 30 years old.
